INVITATION TO BID
Sealed bids for “LANDFILL GAS VENTING SYSTEM AT MILLER-RICHARDSON ATHLETIC FIELD” will be received until 2:00 p.m., February 10, 2022 in the Town Manager’s Office, Town Hall, 1712 Main Street, Coventry, CT. This project includes, but is not limited to, the installation of a Landfill Gas Venting System at the Town of Coventry Miller-Richardson Park Athletic Field situated above a “Closed Solid Waste Disposal Area (Coventry Landfill)” in Coventry, Connecticut. The Contractor shall be responsible for but not limited to: maintaining overall site conditions, maintaining permanent access roads, installing and maintaining erosion control measures, disruption of the existing landfill cap, installation of the Landfill Gas Venting System, proper management of excavated materials, including wastes, and restoration of the site for use as general purpose athletic fields. The work shall be performed in accordance with the requirements of the Connecticut Department of Energy and Environmental Protection (DEEP) June 11, 2020 “Authorization for Disruption of a Solid Waste Disposal Area”, and the project specifications. This project will be partially funded by a State of Connecticut Small Town Economic Assistance Program Grant. The contractor will also include a bid alternate for the construction of a softball field above the existing landfill. This will include laying and grading specific material for the infield along with the installation of a chain link backstop. The bid alternate is not included with the STEAP Grant.
The perspective bidder shall make themselves aware of the project area prior to submitting bids.
Contract documents, pdf format, can be obtained from the Town’s website under Bid Postings at https://www.coventryct.org/bids.aspx. Bidder shall utilize the bid form, 10% bid bond, projected contractor’s schedule, qualifications of bidder, and non-collusion forms in the manual.
The Town’s intent is to have the work substantially completed by within seventy-five (75) days of notice to proceed.
THIS CONTRACT IS SUBJECT TO STATE SET-ASIDE AND CONTRACT COMPLIANCE REQUIREMENTS, FOR THE STATE-FUNDED PORTION OF THE PROJECT. The attention of the Bidders is called to the requirement for minimum wage rates to be paid under this Contract.
The Town of Coventry reserves the right to reject all bids, or to waive any technical defects, and to make an award to the party determined to be the lowest cost, responsive and responsible bidder if it is deemed to be in the best interest of the Town.
No Bidder may withdraw their bid within sixty (60) days after the actual date of the opening thereof.
